SEPP (Housing) 2021 – Housing for Seniors and People with a Disability
Originally introduced as SEPP 5 – Senior Living and later updated as the SEPP (Housing for Seniors or People with a Disability) 2004, this NSW planning policy establishes the framework for delivering housing specifically designed for older people and people with disability. Its objective is to ensure that housing is both appropriately located and designed to meet the needs of seniors and people with disability of any age.

We provide detailed accessibility and usability assessments in accordance with Schedule 4 of SEPP (Housing) 2021, covering both hostels and independent living units. Our assessments interpret the complex requirements of the SEPP and translate them into clear, practical design guidance to support compliant and high‑quality project outcomes.

Aged Care Facilities

Aged care projects have unique accessibility requirements under the NCC, with many provisions typically addressed through Access Performance Solutions to suit the needs of older people. While the NCC references AS 1428.1 for accessibility, the standard was not designed around the functional abilities, mobility patterns, or support needs of the aged‑care population. As a result, prescriptive AS 1428.1 requirements often require careful interpretation or justified variation to achieve environments that are safe, usable, and genuinely fit for purpose.
